I find it quite odd that the Giza were able to relate there message through mentally and through visual trickery of the mind quite clearly at that time to the people. It either means they were more advanced technologically at that time or could travel through time thus giving them a decided advantage. My 2nd theory is the method the Giza used could endanger human thought process and the "Plejaren" and all there alliances decided not to use that similar communication the Giza utilized. My final conclusion was that it was not approved by the council until further study be done.
